Canada and the Mohawk Council of Kahnawà:ke move forward on new multi-use cultural space

Support line for those affected by missing and murdered Indigenous women, girls and 2SLGBTQQIA+ people

For immediate emotional assistance, call 1-844-413-6649. You can also access long-term health support services such as mental health counselling, community-based emotional support, cultural services, and some travel costs to see Elders and traditional healers.

March 28, 2022 − Mohawk Territory of Kahnawake, Quebec – Crown−Indigenous Relations and Northern Affairs Canada

Today, the Honourable Marc Miller, Minister of Crown−Indigenous Relations, and Grand Chief Kahsennenhawe Sky-Deer announced funding for the construction of a new cultural centre, museum and theatre. The funding provided through the Cultural Spaces in Indigenous Communities Program will help the Mohawk Council of Kahnawà:ke establish this cultural space and multi-purpose building within their community. The new cultural centre will serve as a safe space for community members to share traditional knowledge and culture through a variety of programs, including language revitalization, where Mohawk language speakers will mentor new learners.

The need for safe, culturally relevant spaces was identified in the Final Report of the National Inquiry into Missing and Murdered Indigenous Women and Girls, which called for all Indigenous women, girls and 2SLGBTQQIA+ people to be provided with barrier-free, permanent and meaningful access to their cultures and languages. Indigenous groups have also expressed the need for these spaces as a key component to move forward on self-determination.

Budget 2021 announced $108.8 million over two years for the Cultural Spaces in Indigenous Communities Program. This investment is part of the Federal Pathway to Address Missing and Murdered Indigenous Women, Girls and 2SLGBTQQIA+ People, the Government of Canada’s contribution to the Missing and Murdered Indigenous Girls, Women and 2SLGBTQQIA+ People National Action Plan.

The Government of Canada remains committed to ending gender-based violence and advancing reconciliation in partnership with Indigenous Peoples across Canada.

Indigenous Services Canada COVID-19 update — Week of March 24, 2022

March 24, 2022 — Ottawa, Ontario, Traditional unceded Algonquin Territory — Indigenous Services Canada

Indigenous Services Canada (ISC) commends the tireless work of community leadership and frontline healthcare workers for their immense and ongoing contributions to their communities’ pandemic response. Their efforts and quick action continue to save lives.

Vaccination remains the most efficient form of protection against COVID-19. First Nations, Inuit and Métis across the country have access to vaccines through vaccine clinics, which are well underway in Indigenous communities. Now is the time to get vaccinated to protect your community, your Elders and your family.

Below are some of the latest updates from ISC for the week of March 21, 2022.

Vaccinations

As of March 22, 2022, over 88% of individuals aged 12 and older in First Nations, Inuit and territorial communities have received a second dose of an approved COVID-19 vaccine, and over 29% have received a third dose. Over 51% of children aged 5 to 11 have received at least one dose.

Vaccine information is updated and published on Thursdays and can be found at canada.ca/covid-vaccines-indigenous.

COVID-19 cases

As of March 23, 2022, the following case counts have been reported from First Nations communities:

  • 93,154 confirmed positive COVID-19 cases, of which 13,420 are the Omicron variant
  • 2,384 active cases
  • 3,068 hospitalizations
  • 90,084 recovered cases
  • 686 deaths

For the week of March 17 to 23, 2022, the average daily reported active case counts dropped by 7.7% compared with the daily average of the week prior.

This is compared with

  • a 6.2% decrease in average daily reported active case counts reported for the week of March 10 to 16, 2022, compared with the week prior
  • an 11% decrease in average daily reported active case counts reported for the week of March 3 to 9, 2022, compared with the week prior.

Case count information is updated and published daily Monday to Friday and can be found at Canada.ca/indigenous-covid-cases.

Request for Federal Assistance (RFA) approvals and extensions

  • Kashechewan First Nation’s (Ontario) RFA was approved on February 1, 2022, and subsequently extended by two weeks. A new RFA was approved on March 2, 2022, for continued Canadian Armed Forces (CAF) support; a two-week extension was approved on March 16, 2022, with an end date of at least March 30, 2022.
  • Attawapiskat First Nation’s (Ontario) RFA was approved on February 16, 2022, with an end date of March 16, 2022. A new RFA for continued CAF support was approved on March 16, 2022, with an end date of at least March 30, 2022.
  • Kasabonika Lake First Nation’s (Ontario) RFA was approved on February 25, 2022. A two-week extension of support was approved on March 10, 2022, with an end date of at least March 24, 2022. The RFA will close out on March 24, 2022, with no extension anticipated at this time.
  • Deer Lake First Nation’s (Ontario) RFA was approved on March 18, 2022, for CAF support until at least April 2, 2022.

RFA recent conclusions

  • The Operation Remote Immunity 3.0 RFA was approved on November 10, 2021. The RFA will remain active until March 31, 2022, to address any unforeseen support requirements.
  • Mishkeegogamang First Nation’s (Ontario) RFA was approved on February 9, 2022. CAF support concluded on March 19, 2022.

Supports currently available to First Nations, Inuit and Métis communities

Across the country, ISC regional offices and regional medical officers of health remain available to assist First Nations, Inuit and Métis communities and organizations should they require immediate assistance with an outbreak or require supports such as temporary infrastructure, rapid testing or personal protective equipment.

Indigenous communities and organizations can also continue to request needs-based funding from the Indigenous Community Support Fund. This fund provides Indigenous leadership and organizations with the flexibility needed to design and implement community-based solutions to prevent, prepare for and respond to the spread of COVID-19 within their communities.

These funds can be used for measures including, but not limited to

  • support for Elders and vulnerable community members
  • measures to address food insecurity, such as support for the purchase, transportation and distribution of food, and access to traditional foods through hunting and fishing
  • educational and other support for children
  • mental health assistance and emergency response services
  • preparedness measures to prevent the spread of COVID-19.

ISC continues to work with Indigenous communities to collaborate, share information and co-develop Indigenous-led, distinctions-based communications and health response approaches with Indigenous partners by listening to their advice and guidance.

Inuit Tapariit Kanatami and the Government of Canada share commitment to end tuberculosis in Inuit Nunangat

Ottawa, Ontario (March 24, 2022) — The President of Inuit Tapiriit Kanatami (ITK), Natan Obed, and the Minister of Indigenous Services, Patty Hajdu, issued the following statement today:

“On World Tuberculosis Day 2022, we acknowledge that tuberculosis (TB) continues to disproportionately impact Inuit communities throughout Canada. We commit to improving the health of Inuit in Inuit Nunangat through our TB reduction and TB elimination goals.

High rates of TB across Inuit Nunangat are a symptom of the health disparities between Inuit and other Canadians, including overcrowded housing, food insecurity, barriers to health care and poverty. Between 2015 and 2019, the reported incidence rate of active TB disease among Inuit living in Inuit Nunangat was 300 times the rate among Canadian-born, non-Indigenous people. Recent reporting for active TB cases among Inuit has shown a decrease of 61% between 2019 and 2020.

However, the COVID-19 pandemic has redirected some efforts from testing, reporting and contact tracing for other communicable diseases, including TB. While essential TB services have been maintained throughout the pandemic, it is too early to know the full impact of COVID-19 on progress toward TB elimination goals. As a result, it is important to continue to monitor TB among Inuit in the coming years to gain a longer-term picture of the trends.

In 2018, the Government of Canada and ITK made a joint commitment to eliminate TB from Inuit Nunangat by 2030. The Government of Canada’s initial investment of $27.5 million has gone toward TB elimination action plans specific to each of the four regions that make up Inuit Nunangat. This work includes TB screening activities, community outreach, training for community health workers, Inuit-specific research and the examination of the cross-section between TB and COVID-19.

TB is both preventable and curable. Programs and initiatives are needed to break the cycle of TB across Inuit Nunangat. To that end, ITK has determined that an additional $141 million is needed over the next eight years to eliminate TB in Inuit communities.

To improve the social and economic conditions necessary for healthy, TB-free Inuit communities, we must

  • acknowledge and honour the unique history and impacts of the TB epidemic on Inuit through continued support of healing projects such as the Nanilavut Initiative, which helps Inuit families locate loved ones who died of TB away from home between the 1940s and 1960s
  • confront gaps in social determinants of Inuit health, including housing, food security and nutrition, mental wellness, equitable and culturally relevant education, and access to culturally safe health services, which have perpetuated TB in Inuit communities
  • address social and economic infrastructure gaps through major new investments in infrastructure, including the creation of an Inuit Nunangat Infrastructure Fund, to accelerate the distribution of resources required to close the infrastructure gap and uphold Canada’s human rights obligations
  • reduce poverty through the development of a basic-income model in partnership with Inuit, which would target those living around or below a poverty line established using regional and community cost-of-living and income indicators
  • minimize major data, research and policy gaps throughout Inuit Nunangat, especially those that impact health—and specifically TB—through the support of Inuit-led data partnerships.

The Government of Canada is dedicated to working in partnership with ITK, Inuit communities and organizations, territorial governments, and other federal departments to advance TB elimination. In collaboration with various Inuit partners, strategies and plans are being developed that consider Inuit lifestyles, traditions and culture.

With Inuit experiences and voices at the forefront of our efforts, we continue to support self-determination in Inuit communities. Our joint commitments go far beyond reducing and eliminating TB in Inuit Nunangat; together, we strive to ensure Inuit prosper across all regions.”
