Iranian refugees Man Haron Monis had past criminal charges for being an accessory to murder and also for numerous sex offenses, yet he was still free to walk around in civilized society. Monis held people in the Lindt Chocolate Cafe hostage for more than 16 hours before police stormed the cafe and ended the standoff by killing the armed gunman.
